A group led by Edward Ligas recerntly informed me of a plan to expose a document prepared by the energy regulatory commission on alleged overcharging by the visayan electric company. this should be interesting. the group reportedly wants to wage a campaign for a refund.
in metro manila, consumers won a protracted battle for a refund against meralco. let’s see if cebu consumers can win a similar victory.
